      When the nations of the world are in an uproar, speaking empty words; strategizing against Hashem, His Nation, Hashem hears their words and laughs and derides them, יוֹשֵׁב בַּשָּׁמַיִם יִשְׂחָק אֲדֹנָי יִלְעַג־לָמוֹ. [1]

      We are in war; a time of Din. Yet, Hashem laughs!

      Ha, Ha, Ha..  at their chatter. Why?

      Hashem tells us all we need to do is use our words in response, as it says:  Ask from Me, and I will give!

      שְׁאַל מִמֶּנִּי וְאֶתְּנָה גוֹיִם נַחֲלָתֶךָ וַאֲחֻזָּתְךָ אַפְסֵי־אָרֶץ׃

      Ask  Me, and I shall give you nations for your inheritance, and the uttermost parts of the earth for your possession.[2]

      Particularly in  a time of Din Hashem is making it clear that we can access His Gift of וְאֶתְּנָה גוֹיִם נַחֲלָתֶךָ וַאֲחֻזָּתְךָ אַפְסֵי־אָרֶץ.

      Rashi says  Hashem guides Dovid Hamelech to daven to ME when in battle. התפלל אלי בכל עת שאתה בא להלחם באויביך

      שְׁאַל מִמֶּנִּי, Ask Me, means  to Daven to Me,  according to Rashi.  [Daven] to Me whenever you come to battle your enemies, and I shall give You [your inheritance of the nations and the land.]

      This is the same gift described below in the first Rashi of the Torah.

      He declared to His people the strength of His works (i.e. He gave an account of the work of Creation), in order that He might give them the heritage of the nations.” For should the peoples of the world say to Israel, “You are robbers, because you took by force the lands of the seven nations of Canaan”, Israel may reply to them, “All the earth belongs to the Holy One, blessed be He; He created it and gave it to whom He pleased. When He willed He gave it to them, and when He willed He took it from them and gave it to us’

      They have words of emptiness.  But, I, Hashem,  have My Words, so to speak.   I have inserted in creation the capacity for a Yisrael, especially when they have to go into battle with an enemy the capacity to use words, Tefillah,  that are Divinely created to activate My Words (Promise) to them; specifically, their  inheritance of the nations and all parts of the earth; My Gift to Klal Yisrael.
